Victims of state-sponsored acts of terrorism and their family members can bring suit under federal law.
Miller DellaFera PLC is a Virginia-based law firm headed by Peter Miller. Peter Miller has 15 years of experience suing state sponsors of terrorism under the United States Foreign Sovereign Immunities Act (“FSIA”). We presently represent victims of the September 11th, 2001 attacks in New York, American servicemen injured by Iranian-made munitions in the Wars in Iraq and Afghanistan, and victims of the 1998 bombings of United States Embassies in Nairobi, Kenya and Dar es Salaam, Tanzania.
These 1998 bombings were supported materially by the Islamic Republic of Iran and the Republic of Sudan, and in 2008 Mr. Miller and his colleagues brought suit to hold these countries responsible for their involvement in these atrocities. Mr. Miller has personally taken hundreds of these victims’ depositions and was instrumental in securing federal judgments against the Islamic Republic of Iran totaling $8.68 Billion in damages for the first 567 plaintiffs.
Our firm continues to pursue justice for these clients and others, representing thousands of additional victims of the bombings, first responders, and their families in multiple venues. Most recently, in the summer of 2023, we secured federal default judgments against The Taliban, The Haqqani Network, Al-Qaeda, and others for their roles in the bombings totaling $6.2 Billion in compensatory damages and $12.4 Billion in punitive damages, plus interest.

The United States Government formed the United States Victims of State Sponsored Terrorism Fund (“USVSST”) to compensate these individuals, as well as victims of other terrorist attacks, out of funds seized from entities which violate sanctions by doing business with state sponsors of terrorism. Miller DellaFera PLC has facilitated the payment of judgments through the USVSST since the firm was founded in 2014, and we work with co-counsel around the world to identify and pursue assets outside of the USVSST to give our clients the best possible chance of being made whole for their injuries.
